The city is very orderly and structured, for those who are more predisposed to stealth. This has its benefits - you'll always know where to find a hiding place - but it also means there aren't a lot of nooks and crannies that wouldn't be obvious.
Characters certainly won't be frisked and searched on sight unless they look suspicious - such as being brightly colored, etc. - so it would be possible to move around as long as you keep out of densely populated areas, or had some kind of dull-colored disguise.
