They have their ways of communicating with one another covertly and a lot of customs that would be difficult for an outsider to replicate. As they have worked hard to make themselves essentially indistinguishable from other civilians from the external observer, it would be difficult to recognize them on sight. However, one could pass themself off as a citizen with considerable care - this society values homogeny, and if you blend in, you won't be cause for alarm.
