'They' is probably a better word than 'he' or 'she.' Unlike the Astrals, the Storyteller doesn't seem to have much in the way of gender. They always appear in one animal form or another. The form they choose has never been anything close to humanoid. It's quite fascinating actually...

To answer your question, yes and no. When we first arrived, the Storyteller was the only being of power we knew of. Even they seemed to think they were the one in charge, but as the months have passed, we've learned that's really not the case or at least not as much as they would think. If anything, I would say they are something of a young god, which is strange considering how old they are and the fact they were apparently sleeping for a great deal of time before we began arriving.
