The storyteller. The god of harvest. Data indicates there are others, though we have not encountered them.
There is also at least one higher being not native to the islands, but they do not readily share this information. It is a "secret".
(And Legion is not betraying their friend.)
(They aren't aware that they know others who also qualify as gods or other forms of higher being.)
