Well, maybe it is but that didn’t stop the Director from doing it that way sooo... I suppose it being dumb doesn’t matter much.
And it seems like it might be what they are doing here so, despite how dumb it might be, it seems to be an idea people are eager to repeat.
I don’t know why but... that’s what it seems like to me.
