So long as Legion isn't attempting to be hostile to the water itself, the water will also refrain from being hostile to them. To that extent, it will be showing very conscious restraint to avoid seeping into gaps and breaks in Legion's body that would allow it to seep through to where it could do harm- though accidents certainly can happen if you would like them to!
